For the record, I can still run 1.18 on Windows 7, both self-compiled as well as official releases. While Wesnoth lists Windows 10 as a minimum requirement now, it doesn't necessarily mean the game won't run any more, just that it's no longer supported. There's only been a couple of commits to the 1.16 branch after 1.16.12 was tagged and released.
