I make no comment on MP balance as you understand that much better than I, but I do have several comments from a SP/lore perspective:

Not related to unit balance, but note that the current canon restricts non-female elves from learning faerie magic (Lords are the singular exception). Perhaps the Quickcaster's lore would work best as an outlaw, or an elf from a different culture/time period? Or perhaps they're not learning faerie magic, but human-style magic instead.
At the moment there's very few mainline campaigns with recruitable Feners. But as the Fencer is often a poor unit in campaigns due to the lower value of skirmisher, I think this is probably beneficial for singleplayer.

Absolutely the change I'm most excited about. Hopefully this (plus the HI changes) will create a lot more unit variety when building recall lists for undead-heavy campaigns. This will be very interesting to see in action. Is this planned to advance to the Enchantress or a unit unit line? (or both) Art will probably be the biggest bottleneck here. Very interesting. This makes a Master-at-Arms more durable than a Halberdier against impact damage, and similarly durable as the Royal Guard (depending on terrain).Finally fencer 0% impact resistance from -20%.
