This punishes veterans / recall lists with even XP somewhat. A bunch of L2 veterans with 50% XP costs more to recall than a mixture of 50% and 0% XP veterans, but the amount of available XP for promotions is the same.
That is a very good point and it gives me some concern. I will have to do a bit of testing to see how everything goes in action and, if necessary, apply an interpolation curve which pushes the big cost hike further past the 50% experience mark. My hope is to find a balance which incentivizes recalling at least a couple veterans each scenario.
Some of the 1.16 L3 unit costs look low. A Clasher and an Arbiter cost 51g compared to 1.16's Drake Warden at 46g, but I think the Warden is better in most circumstances. I can only really comment on what I would consider good value in WoF rather than BfW as a whole. (Except for the enormous fraud of the Hurricane Drake, which at 59g is - allegedly - the same value as a Mage of Light.)
Hmm, between this and what redbeard2 reported above, it sounds like some of that may come down to play style, with his style being hungrier for the addition blocking (and heal rate) that two units provide over one (otherwise superior for its price) unit. But if the Warden is objectively the slightly better option then that should be a big improvement over the 1.18 status quo.

Totally agree on the Hurricane Drake cost. One of 1.18's more unhinged level 3/4 unit cost hikes (of which there are quite a few).
