Experienced a similar issue with the boats on 1.18.0. After blocking the enemy army a couple dwarves were left standing next to one of the boats and they had nowhere to advance. This left the third loyalist unable to reach the boat, so nothing happened for the rest of the scenario.
I don't understand any of the code stuff, but if there's a way to tell all units other than the boarding crew to move away from the nearby tiles during the relevant turns, I think that would enable the scenario to function as intended.
